It&#039;s clear that the actor speaks no French and was coached (poorly) on how to say the line.  Now let&#039;s say somebody asked the exact same question you just did: &quot;is it that hard for HBO to find someone who can actually speak French?&quot;  No, of course not!  But it&#039;s just not worth it.  Yes, the trouble is small, but even small trouble is still trouble.  Which makes it worse than zero trouble.  HBO&#039;s target audience was an American public who either knew no French or could forgive the actor&#039;s shitty French.  So the choice was clear: have the actor say the line (poorly) rather than bring in a French guy, have him say it, and ask the editing team to splice it in in post-production.
